Rapper/reality TV star Flavor Flav plans on filing a formal complaint against a judge, who ruled that he owes $1.8 million dollars to a neighbor he shot at in 1995. Flav was convicted on misdemeanor charges for shooting at his neighbor during an argument over a woman.
